## The brief on file

RESOLVED 2026-08-27 (PR #563). .github/workflows/dep-scan.yml: pnpm audit off the lockfile (no install), push/PR to main + weekly Monday cron + manual dispatch. Labeled and non-blocking — continue-on-error at STEP level (sast.yml mechanism); findings red the step, annotate ::warning DEP-SCAN with counts, print the high/critical table, job concludes green. A scan that never ran is NOT green: no parseable report → ::error:: + real exit code; --ignore-registry-errors deliberately not used. Both paths executed locally under bash 3.2 (today: critical=1 high=59 moderate=44 low=8 across 2174 lockfile deps). Contention stamps spliced byte-for-byte; verify:contention-stamps green as the 12th self-hosted job. No CHECKS/verify.yml/package.json registration — CI-only by design. Future call for Matthew: flip to gating once a reviewed --audit-level/--ignore baseline makes a red meaningful.
