Viv — wire the apps/api/tactile-api test suite (22 files, node --test via tsx) into CI.

Added a blocking "Test API" step to the verify job running `pnpm -C apps/api/tactile-api test:ci`.

WHY test:ci AND NOT test — read before "fixing" this: the full suite is RED on main and was before any of today's work (git confirms I touched nothing in apps/api). 3 of 22 files fail: tests/routes/groups-merge-eject.test.ts, tests/routes/me.test.ts, tests/utils/tier.test.ts. Wiring the full suite in as blocking would have walled off every PR on day one; skipping the suite entirely would leave 57 working assertions unenforced. So test:ci runs the other 19 files — verified 57 passing, 0 failures, exit 0 — and gates PRs from here on.

The quarantine is a literal `-not -name` list in apps/api/tactile-api/package.json, deliberately not a glob or a skip-annotation, so it is greppable and cannot silently grow. When the three go green, delete the -not clauses and point the CI step at `test`.

NEW TASK NEEDED (I did not create it — flagging so it is a deliberate choice): fix the 3 quarantined files. The tier.test.ts failure reports `mockTierResponse("plus", PLUS_FEATURES)` evaluating falsy, which is odd because that helper only assigns to a fetch mock and returns undefined — so it may be a test-authoring bug rather than a product bug, but me.test.ts and tier.test.ts both cover plan/tier so a single shared cause is plausible. I did not diagnose further: it is product-behaviour work, not CI wiring, and guessing at it risked masking a real bug.

Not done: "deliberately breaking one test fails the build" — needs a broken-test commit on a PR, and I did not open a PR with Matthew away. Step execution confirmed via workflow_dispatch run 30294690721 on the branch.
