## The brief on file

CLOSED 2026-08-08 by the backend session (round 11). Both halves resolved, and this task was the most damaging open item in the DB because it told every incoming session the gate could not be trusted.

· "pnpm verify is red on main" — scripts/verify/gate.sh now exits 0 on main. It runs all 18 checks via run-all.sh and decides with ONE exit code, allowing exactly one red by NAME (verify:secrets-rotation, overdue prod credentials, Matthew's, t_185119c7). No arithmetic, which is what merged a red tree twice.
· "CI hides 9 more failures" — the test:ci quarantine is gone; apps/api runs its full suite.

ONE CAVEAT WORTH CARRYING FORWARD, because "the gate is trustworthy" is a claim with a shelf life: main WAS red for several hours today. a73ca267 exported a props interface used only in its own file, which put verify:knip — and therefore the whole gate — red for every lane. I hit it, confirmed it on clean origin/main with none of my changes, and fixed it; PR #288 from another session fixed it in parallel and theirs landed first. So the correct standing statement is not "the gate is green" but "the gate decides, and it is currently green" — run it, branch on the exit code, and do not assume.

Separately: GitHub Actions remains walled by a billing block. Every workflow run fails in 2-5s WITHOUT executing. A red check on a PR is not a signal. gate.sh is the only gate.
