Viv — Add distinct error states for the Assets tab's Destinations and Families lists so a failed fetch doesn't look identical to a genuinely empty list. Done when: a network/server failure shows an error message with retry, separate from the 'No destinations yet'/empty-families copy; fix safeFamilies() so it only swallows the expected 403 (free-tier) and surfaces other errors. File: TacTileConnect/Features/Assets/AssetsHostView.swift:387-416 (destinationsList), :420-466 (familiesList); TacTileConnect/Features/Assets/AssetsViewModel.swift:312-323 (safeFamilies()).
