Viv — wire the pending-approvals badge so it actually reflects real state. Done when: the badge count is loaded on app foreground/periodically from ApprovalsInboxViewModel.pendingCount and assigned to AgentPendingBadge.count. Files: System/Navigation/BrandTabBar.swift:3-12 (AgentPendingBadge class, count defaults to 0, comment 'M7b: wired from ApprovalsInboxViewModel.pendingCount in RootView'), :183-192 (badge rendering), RootView.swift:39 (@State agentPendingBadge). Confirmed via repo search: nothing anywhere ever assigns .count — it is permanently 0 regardless of how many approvals are pending.
