Viv — add a tsc --noEmit typecheck step for apps/api/tactile-api to CI.

Added a "Typecheck API" step to the verify job in .github/workflows/verify.yml, running `pnpm -C apps/api/tactile-api check` (which is `tsc --noEmit`). Blocking — no continue-on-error. Verified the command passes clean locally (exit 0) before wiring, so it goes in green rather than red on day one.

Until now nothing in CI typechecked the API, so API type errors only surfaced at deploy time.

Not done: the "deliberately introduced type error fails the build" half. verify.yml only triggers on pull_request/push to main plus workflow_dispatch, so I dispatched a real run against the branch (run 30294690721) to confirm the step executes. Planting a type error would need a throwaway commit pushed to a PR; I did not open a PR since Matthew is away.
