Viv — Add distinct error states (separate from empty states) for Dashboard's Recent Triggers, Recent Destinations, and Families sections when their data fetch fails. Done when: a failed fetch for any of these three sections shows a visibly different message/affordance than a genuinely empty list (e.g. 'Couldn't load — tap to retry' vs 'No triggers yet'). File: TacTileConnect/Features/Dashboard/Pages/DashboardHostView.swift (DashboardModel.load(session:), lines 233-269, per-axis try? at 242-249/263/266). Today a failed fetch silently renders identically to a genuinely empty section.
