## The brief on file

Viv — cap what media can cost before customers can trigger it freely. Done when: per-account limits exist on upload size, video duration, and concurrent transcode jobs, tier-appropriate (free tier tightest), plus a monitored ceiling on R2 egress so a single popular destination cannot run an unbounded bandwidth bill. WHY THIS IS THE REAL MEDIA RISK: transcoding is the most expensive operation in the product — it spins up a Cloudflare Container per job — and R2 egress on a video that goes viral scales with strangers scanning a tag, not with anything the customer pays for. Free-tier accounts can currently create video destinations, so the cost exposure is from users paying nothing. This is the same cost-discipline reasoning behind free accounts recording no analytics.
